The Electors of the Town of Killingworth are hereby warned to meet at their respective polling places in said town on Tuesday, November 8, 2022, for the following purposes:

I. To cast their votes for Governor and Lieutenant Governor, United States Senator, Representative in Congress, State Senator, State Representative, Secretary of the State, Treasurer, Comptroller, Attorney General and Judge of Probate.
II. To vote on the following questions for the approval or disapproval of a proposed AMENDMENT to the Constitution of Connecticut, a vote of "YES" being a vote for approval, and a vote of "NO" being a vote for disapproval:
1. Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?

The full text of such proposed questions with explanatory text, printed in accordance with §2-30a of the General Statutes, is available at the town clerk's office for public distribution.
The vote on the proposed question is taken pursuant to the Constitution of Connecticut.

Voting tabulators will be used. The polling place and EDR will open at six o'clock in the morning (6:00 a.m.) and will remain open until eight o'clock in the evening (8:00 p.m.) Absentee Ballots will be counted at the polling place.

Sealed bids will be received at the Office of the Selectmen, 323 Route 81, Killingworth, CT 06419 for screened sand for removal of ice and snow on roads for the 22/23 and 23/24 winter seasons. Contract may be renewed for an additional 2 years upon approval of both parties.

Bids on a price per cubic yard (delivered) basis must be received at the Killingworth Office of the Selectmen by 4:00 p.m., Monday, October 24, 2022. By that same time, a five-gallon sample pail of sand must be delivered for testing to the Killingworth Town Hall, 323 Route 81, Killingworth. Bid forms are available at townofkillingworth.com.

Bids will be opened and read in public at the Killingworth Board of Selectmen's Meeting to be held on Monday, October 24, 2022 at 7 p.m.

The Board of Selectmen reserves the right to accept or reject any or all bids if deemed in the best interest of the town of Killingworth. Submit bid in a sealed envelope marked "Sand Bid" on the outside of the envelope.

PRELIMINARY BID RESULTS – Subject to review 6/23/2020

Sealed Bids for Replacement of Culvert Carrying Bethke Road over Powder Meadow Brook will be received by the Town of Killingworth electronically via the internet bidding service until 2:00 PM local time on Monday, June 22, 2020. Bids received will be opened electronically via the internet bidding service and will be published on the Town of Killingworth website. The Project primarily consists of replacing a corrugated metal pipe culvert with a reinforced concrete box culvert. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

A pre-bid conference will be held at 11:00 AM local time on Tuesday, June 9, 2020 at the project site. Social distancing will be practiced at the meeting. Pre-bid conference attendance is encouraged but is not mandatory.

Bids must be accompanied by a Bid Bond in the amount of five percent of the Bid.

The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price.

The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-51 of the Connecticut General Statutes.

Bidders are advised that both the Department Of Administrative Services Prequalification Certificate and Update (Bid) Statement must accompany the Bid if the Bid exceeds $500,000. (C.G.S. 4b-91 as amended).

The Contract Documents require affirmative action of the Contractor and any subcontractors to ensure equal employment opportunity as noted in Governor's Executive Orders 3 and 17.

The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be incorporated in the Work. These taxes shall not be included in the Bid.

Unless provided for by the Instructions to Bidders, no Bid may be withdrawn until sixty (60) days after the Bid Opening. The Town will receive sealed bids at the Office of the First Selectwoman, Killingworth Town Hall, 323 Route 81, Killingworth, CT until 4 PM on Monday, April 22, 2019. Proposals will be opened in public and read aloud at a Board of Selectmen's meeting at 7 PM that evening.

There will be a pre-bid conference on April 10, 2019. Attendance is highly encouraged but not mandatory.

Notice is hereby given to the taxpayers of the Town of Killingworth, that the second installment of Real Estate and Personal Property taxes on the Grand List of October 1, 2017, is due and payable on January 1, 2019. Motor Vehicle Supplemental tax bills are also due on January 1, 2019 in one installment.

If not paid on or before February 1, 2019, the installment becomes delinquent and subject to interest at a rate of 18% per annum (1 ½ % for each month or fraction thereof) dating back to the original due date of the bill. Two months of interest will be due on February 2, 2019. A minimum interest charge of $2.00 is applicable to each delinquent tax bill.

You may pay by mail. Please return payment coupon(s) with your payment. Checks should be made payable to: Tax Collector. Mailing address is: 323 Route 81, Killingworth, CT 06419. Mail postmarked on or before February 1, 2019 will be considered an on time payment. (US Postal Service postmark only) If you would like a receipt returned to you, please include a self-addressed stamped envelope. You may also pay online at www.townofkillingworth.com.

As a matter of law, the taxpayer is liable to the town for the tax installment(s) as they become due and payable. Liability is not created by, nor dependent upon receipt of a tax bill. Therefore, failure to receive a bill does not relieve the taxpayer of the requirement to pay the statutorily required interest when a payment is late.
