All electors and persons qualified to vote in town meetings of the Town of Killingworth, Connecticut (the "Town"), are hereby notified that the Board of Selectmen of the Town are convening a Special Town Meeting to be held at Killingworth Elementary School, Killingworth, Connecticut at seven o'clock p.m. on September 11, 2018 for the following purpose:

To consider and discuss, but not vote upon, an appropriation of the Town in the amount of $6,500,000 for the cost of the purchase of approximately 304.11 +/- acres of land comprised of four (4) contiguous parcels, located on 541 Route 148, Birch Mill Road, Route 148 and Schnoor Road in Killingworth, Connecticut, and being identified on the Killingworth Assessor Map 11 as Lot 04, Map 15 as Lot 54, Map 15 as Lot 31 and Map 15 as Lot 53A respectively (the "Venuti Property"), as well as temporary and permanent financing costs and all other costs associated therewith including, but not limited to, costs of appraisal, environmental studies, title search and title insurance (the "Project") and to meet said appropriation and in lieu of a tax therefor, bonds of the Town be issued pursuant to Chapter 109 of the Connecticut General Statutes, the Town Charter or any other provision of law thereto enabling, in an amount not to exceed $6,500,000 or so much thereof as may be necessary after deducting grants or other sources of funds available therefor and the First Selectman be authorized to purchase the Venuti Property.

The full text of the authorizing resolutions for the project referenced above is on file and open to inspection at the office of the Town Clerk, Town Hall, Route 81, Killingworth, Connecticut for the use of any interested person.

All persons qualified to vote in town meetings of the Town are hereby further notified that pursuant to Section 7-7 of the Connecticut General Statutes and the Town Charter, the Board of Selectmen of the Town have removed the above item on the call of this Special Town Meeting for submission to the voters of the Town who are qualified to vote at town meetings for "yes" or "no" vote by voting machine on the following question:

Sealed Bids for Realignment of Alders Bridge Road - Phase 2 will be received, by the Town of Killingworth, Connecticut at the office of the First Selectwoman, Town Office Building, 323 Route 81, Killingworth, Connecticut 06419 (Issuing Office) until 3:00 PM local time on April 17, 2017. Bids will be publically opened and read aloud at a Board of Selectmen meeting at 7:00 PM that evening. The project primarily consists of 1,200 linear feet of roadway reconstruction and widening for the eastern portion of Alders Bridge Road to provide a consistent 22-foot-wide paved roadway. Driveway apron replacement and storm drainage installation is also included in the project.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is the office of the First Selectman (860-663-1765). Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday 8:00 AM to 4:00 PM, except legal holidays.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a non-refundable fee of $100 for each set. Checks for Bidding Documents shall be payable to "Town of Killingworth". There will be an additional charge of $10.00 for mailing. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, obtained from sources other than the Issuing Office or the Town of Killingworth website.

A pre-bid conference will be held at 10:00 AM local time on April 4, 2017 at the office of the First Selectwoman. Attendance at the pre-bid conference is highly encouraged but not mandatory.

Each Bidder is responsible for checking the Town of Killingworth website at http://www.townofkillingworth.com/offices/selectmen.html#notices, to determine if the Owner has issued any addenda and, if so, to complete its Bid in accordance with the Bidding Documents as may be modified by any addenda.

Bids must be accompanied by a Bid Bond or a certified check in the amount of five percent of the Bid.

The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price.

The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-51 of the Connecticut General Statutes.

Bidders are advised that both the Department of Administrative Services Prequalification Certificate and Update (Bid) Statement must accompany the bid if the bid exceeds $500,000 (C.G.S. 4b-91 as amended).

The Contract Documents require affirmative action of the Contractor and any Subcontractors to ensure equal employment opportunity as noted in Governor's Executive Orders 3 and 17. The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be incorporated in the Work. These taxes shall not be included in the Bid.

Except for Bids properly withdrawn prior to the opening of Bids, no Bidder may withdraw his Bid until sixty days after the date of opening of Bids. The right is reserved by the Town of Killingworth, in its sole discretion, to reject any or all bids, to waive any informalities or defects or to accept the Bid that, in the judgment of the Town of Killingworth, will be in its best interest.

The Town of Killingworth will receive sealed bids for EXTENSION OF ACCESSIBLE TRAILS AT IRENE SHELDON MEMORIAL PARK as set forth in drawings and specifications prepared by Nemergut Consulting, and Glenn A. Johnson, P.E., 20 Alders Bridge Road, Killingworth, CT 06419 until November 28, 2016 by 3:00 p.m. Bids will be opened in public and read aloud that evening at a Board of Selectmen's meeting at 7:00 p.m. at the Killingworth Town Hall.

The work shall include but is not limited to:

Once again, Killingworth nonprofit organizations have the opportunity to participate in the state's Neighborhood Assistance Act program. Under the NAA, businesses may receive a credit of 60% of their contribution toward land acquisition or community services (or 100% in the case of certain energy conservation programs). For donors to receive the credits, the organizations must be approved for inclusion by a Town Meeting before July. Sealed bids will be received at the Killingworth Office of the First Selectmen, 323 Route 81, Killingworth, CT 06419 for cleaning of catch basins for the Town of Killingworth for the years 2016 and 2017 (2 year bid – bids may be renewed upon mutual agreement of both parties). For further information please contact Walter Adametz, Public Works Foreman at 860-663-1765, x501. Sealed bids will be received until 4 p.m. on Monday, March 28, 2016, and will be opened and read in public at a Board of Selectmen's meeting to be held at 7:00 p.m. on Monday, March 28, 2016. The successful bid shall be determined by the Killingworth Board of Selectmen which reserves the right to accept or reject any or all bids if deemed in the best interest of the Town of Killingworth.

Submit bid in a sealed envelope with "Catch Basin Cleaning Bid" on the outside of the envelope.
